No national licence is required to ride an eFoil in the UK — it comes down to local and operator rules. Harbour authorities and byelaws govern the coast; the Canal & River Trust requires a licence for all boats, the River Thames requires registration, and Scotland requires a Scottish Navigation Licence for motorboats. There's no national minimum age either — that's set locally.
